Khan of eastern Ferox, Sakalam, is a charismatic and cunning warrior. To her people and retainers, Sakalam is the best khan who could stabilize the country. She has proven herself in battle many times, has served the country for years, and have all the qualities necessary to be a respectable leader. Unlike most khans, Sakalam is recognized to have political and economic consciousness, having deported ambassadors within and out of the country. She is a supporter of a unified, ever-growing nation and sees that East Ferox not only accepts foreign talent but also foreign ingenuity.
Her openness is something most people attribute to her heritage: her mother, an Ylissean, who Sakalam claims to be of noble birth. She died giving birth to Sakalam, but Sakalam says she and her mother still communicate with each other through her shamanic dreams. People in Ferox don't care as long as she can fight.
Sakalam still has little fame outside of Ferox but her reputation is leaning to the image of a wise leader. It's true - Sakalam sees the necessities that would allow her country to thrive but her nature would not allow this. Behind this persona is her ruthless nature as a barbarian. She believes that it is war that would open the path to a new era where man no longer have to rely to any gods. Man will become natural occurrences. His existence means nothing. To make it short, Sakalam is all about anarchy.
Sakalam isn't deranged or insane. She's perfectly sane. Mad, maybe.

Knights of Cydonia. Haven't heard of them. She knows the rumours of the search for the Fire Emblem though. Sakalam is waiting for further development but she has no real interest for the quest. She's more interested in invading Ylisse. Sakalam likes letting things happen on their own though. She's still waiting for Ylisse to break down some more.
The Western Khan. Sakalam's main power resides in the western khan. They're lurking, waiting for her command. Although she's not in direct command of them for years now. It's possible that the general of sort that she'd left there might have his own agenda. Who knows? But they all want anarchy.

Currently, Sakalam is uniting her country. In truth, she's allowing the rebellions to run rampant. Sakalam declared that winners would be rewarded - government or rebel side and that may the best fighters win. This is more of a statement of confidence. No rebels have won yet.
