Maeve is the late king of Plegia's second child. Before her father's death, she was considered the gentlest and most pliable of his children, more interested in spellcraft than anything else. She was well known for doing her best to help the helpless, visiting small villages to administer cures and curses at the people's behest. She had no interest in power; as long as she could help people, she was happy.
Yet as soon as the throne was empty, she claimed it for herself. The crown lies uneasy on her head. It's not rightfully hers, and her outspoken opposition to the Grimleals' influence does her no favors. Without the Grimleals to back her claim to the throne, she relies on the Royal Guard. They are her shield and her sword. For them, she would do anything. Granted, she doesn't actually have a choice in that matter. Without them, she is nothing.
To an extent, she is only a puppet queen, and her reign is a military state that she can't control. She genuinely believes that her elder brother is in thrall to the Grimleals, thus she ousted him. She also genuinely believes that the Grimleals deserve no power in Plegia, that their creed is a path to self-destruction and chaos. She believes, without doubt, that she is doing what she must, and if she listens too much and asks too few questions of her captain and advisers, well, she trusts them. Nothing wrong with a little trust, right?
Maeve has sent missives to Regna Ferox and the Halidom of Ylisse. If this were Civilization, she would be playing for the diplomatic victory. She believes in diplomacy backed by the threat of dark magic and, well, everything Plegia has been known for in the past. Maeve has no qualms resorting to force, but it will always be Plan B--if not Plan Z. She begs the neighboring nations for aid in Plegia's power struggle, but she'll be content if they just stay out of it altogether.
She has heard that the Knights of Cydonia would enter Plegia to search for the Fire Emblem. They will have her aid if they will give theirs in return against the Grimleals.

Maeve had no friends growing up. She's picture perfect royalty. Unfortunately for her, while she's excellent at public speaking and diplomacy, she's no good at making friends--normal, old-fashioned friends. She just doesn't know what to do or what to say. If she doesn't have etiquette to fall back on, Maeve is an awkward turtle that fumbles with words and desperately wishes she were somewhere else. When dealing with people, she says as little as possible to avoid embarrassing herself. Hers was a lonely childhood, and it was no wonder that she spent her time helping strangers.
Maeve's mother is/was half-Ylissean half-Plegian, making all of the late king's children half Ylissean themselves. She has one elder brother and any number of younger siblings.
Her brother is not necessarily a Grimleal loyalist, but Maeve believes he is. If he's not, then she may have accidentally exiled an innocent man. Oops. Either way, what is true is that he is certainly a more independent character that's far more likely to think for himself than she is.
Furthermore Maeve is exactly being manipulated by the inner circle around the Plegian throne. She has always disliked the Grimleals, and she has always believed in achieving a diplomatic peace for a Plegia that can exist in harmony with its neighbors. She just needed the right push (or shove, such as it may be) here and there. That being said, she would fall apart--emotionally and politically--without the support of those around her. She is keenly aware of this, and Maeve's first priority is always keeping her inner circle happy.
She has a gigantic crush on the Captain of the Royal Guard. Their gender and creed does not matter. She is captainsexual.
